After the corrupt former Mayor is eliminated by the townspeople, Juan Vargas, a humble janitor, finds himself unexpectedly thrust into the role of the Mayor of a desert town in central Mexico. Wanting to uphold the core values of the ruling party - modernity, peace, and progress - he soon discovers that corruption runs deep and unchecked.
