Tom Powers (played by James Cagney) and his friend Matt Doyle (played by Edward Woods) have been getting into trouble together since they were kids, enjoying petty theft and mischief. Tom has always been scolded by his brother Mike (played by Donald Cook) for his delinquent behavior, but he never changes his ways. Tom and Matt also befriend Putty Nose (played by Murray Kinnell), a gang member. As they grow older, with Putty Noses influence, the two boys, along with another teenager, attempt to rob a store, but thanks to Putty Noses betrayal, they narrowly avoid getting caught while the other boy ends up dead. Seeking refuge, Tom and Matt turn to Paddy Ryan and become involved in bootlegging as Prohibition takes hold in America, establishing a profitable illegal alcohol business and gaining the acquaintance of gang leader "Nails" Nathan.When World War I breaks out, Mike enlists, urging Tom to leave the gang before he departs, but Tom refuses. Upon Mikes return from the war, he is shocked to see how entrenched Tom has become in a life of crime.
